livable and pro-business coastal new
city on the southern Xiamen Bay.
Creating a new comprehensive development model
As the front-runner in reform and opening up, Shekou has turned itself from a backward fishing village into a modern, international, livable, and Zhangzhou China Merchants Economic & Technological Development Zone
business-friendly coastal area after more than four decades of development. Drawing on our experience and successful practices in Shekou, we
continue to improve and promote the PPC comprehensive development model. By integrating ports, areas, and cities, we have built an integrated
industry-city ecosystem to promote collaborative and common development of cities. In the future, aiming for regional development, we will marry
Shekou’s practices with local policy orientation, industry mix and economic structure to pool resources in multiple sectors, and continue to
introduce and promote the comprehensive development model to add vitality to a diversified urban economy. We also apply the comprehensive
development model in the Djibouti
International Free Trade Zone to make
Djibouti a regional shipping, financial,
business and trade center and one of
the most modern metropolises in East
